All nations that don’t have existing trade deals with us face up to 15-20% tariffs – TRUMP



Monday, July 28, 2025 - President Donald Trump said on July 27th that most countries without trade agreements with Washington will face reciprocal tariff rates between 15% and 20%, or possibly one of those two figures.

Speaking in Turnberry, Scotland, after meeting British Prime Minister Keir Starmer, Trump told reporters, "The tariff rate for countries that haven’t reached trade deals with us will be somewhere between 15% and 20%. I’d say it’s likely one of those two numbers."

He emphasized that the U.S. would "essentially impose tariffs on the world," saying, "If they want to do business in America, they will have to pay those tariffs. This is because we can’t negotiate 200 separate trade deals."

This plan follows his April announcement of reciprocal tariff rates across 57 economies, where the highest was 49% for Cambodia. Though the proposed rates are lower than that peak, Trump reaffirmed his intention to raise the base tariff from 10% to 15%.

Among countries that have reached agreements with Washington, tariffs now stand at 10% for the U.K., 20% for Vietnam, 19% for Indonesia and the Philippines, and 15% for Japan and the EU. Commerce Secretary Howard Lutnick previously hinted that smaller economies in Latin America, the Caribbean, and Africa may keep the base 10% rate, leaving room for adjustment.

Trump also said he would sharply reduce the previously granted 50-day grace period for imposing steep tariffs on Russia and its trading partners, expressing disappointment in Russian President Vladimir Putin for continuing attacks on Ukraine.

"I think I know what will happen, and I intend to shorten the 50 days I gave him," Trump said, noting he plans to announce the revised timeline later on July 28 or July 29.

Earlier this month, Trump warned that if a Ukraine ceasefire was not reached within 50 days, the U.S. would impose "very severe" 100% tariffs on Russia and secondary sanctions on countries trading with Moscow.

"I’ve spoken with President Putin many times and thought we had resolved these issues, but he suddenly launched rockets at cities like Kyiv, killing many in places like nursing homes. I’m very disappointed in him," Trump said.

The new tariffs and secondary sanctions are now expected to take effect by late next week.
